Morgan Harrison Manyanga 

          1970- 1993 -   Director of National Vocational Training Division.                 

The late Morgan Harrison Manyanga joined the Ministry of Labour and Social Welfare in 1970 and was the driving force in the process of formulating both Vocational Training Act 1970 and Vocational Education and Training Act in 1994, which established National Vocational Training Division (NVTD) in 1975 and Vocational Education and Training Authority (VETA) in 1994 respectively.     

During his leadership, Vocational Training capacity expanded from one (1) Vocational Training Centre (Chang’ombe VTC) in 1970 to nineteen (19) Centres located around the country. His leadership was backed by support from the Government and Development Partners. Through his negotiation skills he succeeded in attracting quite a number of Development Partners including ILO, UNDP, DANIDA, SIDA, CIDA, World Bank, Irish Aid, JICA GTZ and ADB etc.

Staff training was one of his top priorities and sincerely believed that success of any organisations can only be achieved through staff development. A good proportion of  resources were therefore spent on staff training to match with the momentum of  infrastructure developments (e.g. the development of eight (8) Regional Vocational Training Centres ten (10) Vocational Training Centres and Morogoro Vocational Teachers Training. Mtwara RVTSCs was under construction. He also acquired a list of plots for extension of Vocational and Educational in Tanzania).

In Regional Corporation, the late Manyanga was a leading expert in vocational training in Sub- Saharan Africa. The ILO and UNESCO for example used him as an expert in several assignments.  He also maintained a strong collaboration between Tanzania and International stakeholders.

1994 - 1997 - Director General of VETA

The late Morgan Manyanga played a significant role in the policy development process which led to the approval of the VET policy paper by the Government in 1993. Subsequently, he became the driving force again in translating that paper into a legal framework in the form of the Vocational Education and Training  Act of 1994. The process involved a large number of different vocational training stakeholders, who were needed to contribute their views on how  VET should be organized and implemented to meet the needs of the labour market in a globalised economy.

He also developed and put in place institutional arrangements which were needed to enable VETA carry its mandate including:

·        Setup of Organizational structure.

·        Recruitment of staffs, HQ Directors, Regional Directors, Managers, Instructors and functional staff.

·        Personnel Manual, Financial regulations.

·        Conducting awareness to different stakeholders etc.

The late Morgan Manyanga became the first Director General of Vocational Education and Training Authority (VETA) in 1994, a post he held until 1997. He died in 2003, after a very long association with the development of vocational education and training  in Tanzania.
