  1. The Chairman is appointed by the President

  2. The other ten members appointed by the minister upon being nominated as follows:

    • Two members nominated by organizations at the time representing employers;

    • two members nominated by trade unions;

    • three members nominated one each by of the Ministries responsible for industries, education and labour;

    • three members nominated by non-governmental organizations which manage vocational education.

       Functions

    The main functions of the VET Board as stipulated by the VET Act may be summarised as follows:

  • To develop policies and procedures for VET and supervise their implementation at national level;

  • To set policies and procedures for the use of the VET Fund including approval of funds allocation criteria and appointment of external auditors to audit the accounts and any receiver of funds from the Fund;

  • To approve the registration of VET Providers;

  • To approve plans and annual budgets for VETA;

  • To approve regulations and guidelines for Regional Boards and Trade Advisory Committees.

Responsibilities

1.

Develop policies on VET and to supervise their implementation on a national level;

2.

Set policies and procedures for the use of the VET Fund including:

 

a.      Approval of allocation criteria and budget norms for regional vocational training and service centres (VETA institutions) and other training providers;

 

b.      Appointment of external auditors to audit the accounts of any receiver of funds from the VET Fund;

3.

Approve the plans and annual budgets of VETA;

4.

Establish a personnel policy and administration of VETA;

5.

Approve regulations and guidelines for regional boards and trade advisory committees;

6.

Approve the registration of vocational training centres according to laid down standards and regulations of the board;

7.

Issue regulations and guidelines concerning the following training matters:

 

a.  Syllabi;

 

b.  The testing system, examinations and certification;

 

c.  Inspection and registration of vocational training education and institutions;

 

d.  Student selection and vocational guidance or counselling;

 

e.  Vocational teacher education and training;

 

f.   Apprenticeship training;

 

g. Other regulations which may be necessary for the implementation of the objective and provision of the VETA act.

An important task of the VET board is to establish trade advisory committees to assist in the performance of its functions. Lastly but not least, the VET Board may designate any vocational training centre to be a regional vocational training and service centre. The RVTSC shall have the following functions:

i.      selection of trainees in accordance with trade standards and admission requirements as approved by the Board;

ii.      conduct regional tracer studies and disseminated information on vocational education and training;

iii.     implement programmes approved by the regional VET Board;

iv.     conduct tests according to the regulations laid down by the Board;

v.      monitor log-books and issue certificates;

vi.     act as a nucleus for vocational education and training system development in the region;

vii.    subject to guidelines and regulations issued by the VET Board, generate funds to supplement the operational costs of the centre;

viii.      to promote and to support the development of entrepreneurial skills and attitudes.
